Concept and Background:
The U.N. SDG's encompass ethics inherent in many cultures and religions on issues of social and environmental justice. Item 16 of the SDG's calls for the promotion of peaceful and inclusive societies for sustainable development, The Inter-Parliamentary Coalition for Global Ethics has launched a major initiative to create a global steering committee of parliamentarians, religious, education and cultural representatives to lead the efforts to harness cultural and religious ethics to promote legislation and social action to implement these goals.
A written declaration issued at the most recent plenary session of the Council of Europe, June 2019, supports the initiative of the Inter Parliamentary Coalition for Global Ethics (IPCGE) and " calls upon" the Assembly to support the initiative of the Inter-Parliamentary Coalition for Global Ethics as a strategic partner to promote implementation of the United Nations resolutions on the culture of peace and the SDGs through: national legislation in Council of Europe and United Nations member States for mandatory education on the culture of peace and the SDGs at all levels of education, and strict legislative measures to prevent incitement to extremist violence and terrorism
As a follow up to the 2016 High Level Panel and 2018 Summit of Parliamentarians at the United Nations, the Rome Declaration issued 7th of March 2019 and the Isaiah Declaration issued May 7 at the United Nations Headquarter and the Paris Declaration issued May 21 in Paris, the Inter Parliamentary Coalition for Global Ethics is initiating a High Level Roundtable at the United Nations Headquarters September 4, 2019.
The goal of this HLR is to develop a coalition of parliamentarians from the Council of Europe, Pan African Parliament, Eurasia and South America as well as the mutli track council of religious, education, media and cultural leaders to implement a culture of peace and prosperity through legislation for mandatory education for the culture of peace on all levels of education from kindergarten through academic studies. Participants representing the Council of Europe, Pan African Parliament, Latin American Parliaments, World Cultural Exchange Organization, Esther Ajayi Foundation, World Academy of Arts and Sciences, ( WAAS) OIC, ISAACL,Youth for Human Rights. will present their strategy proposal to reach this goal within the International Decade for the Rapproachment of Cultures in the framework of the U N Resolution on Promotion of Interreligious and intercultural dialogue, Understanding and Cooperation for Peace.
The ‘United Nations’ Headquarters faces the Isaiah Wall inscribed across from the main building. The quote from the prophet Isaiah was chosen as the founding motto for the world’s foremost organization for international peace. In his eternal thought, the day is mentioned when no nation will wage war against another nation, and when swords - the instruments of war - will be transformed into plowshares - the instruments for providing man’s sustenance. As inscribed in the preamble to the UNESCO constitution "since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed". The IPCGE initiative aims to implement this goal.
